The short answer

How can parole-related support records be organized without treating them as a government approval?

Index the proposed support arrangement, person-specific history and actual parole-related record separately. A promise to help and an official decision serve different purposes and should not be merged into one claim of authorization.

What this guide covers

  • Identify the parole-related request and the support document
  • Separate an offer of support from evidence of resources
  • Track the supporter and beneficiary as different people
  • Keep travel, authorization and arrival documents in sequence
  • Present the proposed support arrangement accurately

At a glance

  • Support statement and supporting material answer different evidence questions.
  • Preserve the original source behind each parole support record index entry.
  • A completed organizer does not establish eligibility or replace current official instructions.

Identify the parole-related request and the support document

A parole-related support file should identify the particular request under discussion and the role of any financial declaration. The I-131 materials cover several requests, while I-134 is a Declaration of Financial Support. These documents should not be treated as a single general approval process. Begin by recording the actual request, the person concerned and the support material available. A proposed arrangement can be explained through the source records, but its existence does not show that the government has approved the request or accepted every statement made in the declaration.

Separate an offer of support from evidence of resources

A supporter's stated commitment and the documents describing financial resources serve different functions. A letter can explain an intention to provide particular assistance; a statement or employment record may describe resources at a particular time. Keep the author, period and purpose of each record visible. For example, a promised housing arrangement is not the same thing as a bank balance, and an account balance should not be relabeled recurring income. The current instructions determine how relevant support is documented for the actual request; the organizer should preserve the evidence rather than combine unlike amounts or commitments.

Track the supporter and beneficiary as different people

Give the supporter and the person receiving proposed support separate identity entries. Where a relationship is relevant to understanding the arrangement, link it to the actual record instead of assuming that a surname proves the connection. Describe who supplied each statement and who can clarify a missing document. If the arrangement includes more than one contributor, keep their contributions distinguishable. This makes it possible to examine the proposal as described, rather than attributing one person's resources to another or implying that a household member has made a commitment that appears nowhere in the source material.

Keep travel, authorization and arrival documents in sequence

A submitted request, an authorization document, a travel plan and an arrival record concern different stages. Preserve the sequence and the authority responsible for each paper. A support declaration should not be used as a substitute for an immigration document, and a purchased ticket should remain labeled as a proposed journey. If an earlier notice is being used to explain a later inquiry, identify the actual request it addresses. Questions about the effect of these documents require the applicable guidance and individual review rather than an assumption that one favorable step resolves the entire sequence.

Present the proposed support arrangement accurately

The final index should describe the proposed support in concrete terms and identify the records supporting each element. Mark uncertain amounts, incomplete documents or changes to the arrangement for clarification instead of presenting them as settled facts. Keep any later written revisions connected to the earlier proposal so the reviewer can see what changed. This document exercise supports an organized discussion of an actual request, using current official instructions. It does not select a parole pathway, determine the sufficiency of financial support or guarantee a government decision, travel authorization or admission outcome.
