The short answer

How should a TPS research file separate identity and residence evidence from a country announcement?

Index a person’s identity and residence records separately from the official country-level TPS notice. The working file should preserve the dates and sources without assuming that a public designation establishes an individual’s qualification or current coverage.

Keep a country announcement separate from the individual record

A country-related TPS announcement and an individual's records answer different questions. An announcement describes a government action affecting a designated country or population; it does not document one person's identity, residence history or individual request. Begin the research file with the current official I-821 guidance and the relevant announcement, keeping those reference materials separate from personal evidence. This distinction prevents a general news item from being placed in the index as though it were a decision on the individual's file or proof that every condition has been met.

Identify the person across nationality and identity documents

Read identity and nationality records for the person and authority they identify. A passport, civil certificate and national identity card may use different scripts, name orders or issue dates. Inventory the complete documents and link any recorded name change instead of silently selecting one spelling for all entries. A passport's recent issue date should not be confused with the date of birth or the date nationality was acquired. Where translation is necessary, include annotations and reverse-side text that explain the record, rather than reducing the source to the name appearing on its front.

Map the periods that residence documents actually cover

Residence evidence should be organized by the period and proposition each record supports. A rental agreement can describe a contractual term, while a medical visit or school record may document a particular event. An address printed on a document does not necessarily prove physical presence throughout the entire year. For illustration, two statements issued many months apart leave an interval that deserves its own examination. Record the interval as a question rather than filling it with an unsupported assumption. Distinguishing event records from period-based records makes the chronology more useful for review.

Distinguish a request, a decision and work authorization

Place receipts, decisions and employment authorization records in separate entries with their actual dates and reference information. A receipt for a request should not be relabeled an approval, and the dates on one document should not be extended to another without reading the applicable guidance. Prior requests and later government actions can coexist in the same file, so preserve the sequence rather than overwriting it with the newest announcement. The current official sources determine the process and any applicable requirements; the organizer's role is to make the individual's existing paperwork intelligible.

Prepare the gaps for a current-guidance review

At the final review, identify which gaps concern missing documents and which concern interpretation of a country action or an individual notice. A document inventory cannot resolve a changing court order, designation or registration instruction. Keep a dated reference to the official page used for the inquiry and direct those legal or procedural questions to the appropriate current guidance and authorized adviser. The useful output is a connected identity and residence chronology, with the actual source behind every entry and the unresolved periods visible, rather than a generalized claim that a country announcement establishes personal eligibility.
