The short answer

When a recipient requests an apostilled diploma, what should I ask the registrar and authority?

Clarify which academic record and public signature the recipient wants authenticated. A diploma, transcript and notarized registrar statement may require different preparation; apostille does not evaluate the qualification or establish academic equivalence.

At a glance

  • Clarify which academic record and public signature the recipient wants authenticated.
  • Identify diploma and transcript requirements.
  • Use the free checklist to organize the handoff before ordering a paid service.

Start with the requested academic fact

Ask whether the destination needs the award certificate, transcript or both. A diploma can document conferral while a transcript shows coursework. Do not assume an apostille on one record automatically covers the other.

Coordinate issuer preparation

The competent authority may require a particular certified or notarized form before authentication. Ask the registrar what it can issue and confirm the authority’s accepted preparation. Do not dismantle seals or alter an official academic record to fit a provider’s generic workflow.

Preserve evaluation and translation boundaries

Apostille addresses public-document origin, not degree level, accreditation or transfer credit. The recipient may separately require translation, evaluation or direct delivery. Confirm whether the final authentication text also needs translation and whether the package can be opened by the applicant.

A practical review for this handoff

Ask the recipient whether it requires the award certificate itself or a registrar’s statement about it. Those can create different signature chains. Keep the academic record readable after authentication, and check whether attached certificates must remain physically connected. An apostille should not be described as confirming that the institution’s qualification meets a U.S. academic standard.

Ask which academic record and which official act

A request for an apostilled diploma may concern the award document, an official copy, a registrar's statement or a notarized signature connected to it. Clarify that wording before asking the registrar to prepare a package. A transcript and diploma answer different academic questions, and attaching authentication to one does not supply the other. The recipient should identify the record it expects and the purpose of the certification.

The HCCH describes apostilles as authenticating origin, not the substantive educational value of the credential. An apostille cannot convert an attendance certificate into a conferred degree or determine U.S. equivalence. The Department of Education separately explains that recognition decisions belong to the receiving authority. Keep these two questions distinct when discussing the project with a registrar, evaluator or document service.

Coordinate registrar, authority and translator deliverables

Ask the institution whether it can issue the required official record and what signature or certification accompanies it. Then consult the designated authority for that document's origin. Do not assume that a notarization arranged by a third party follows the same route as an institution-issued public record. If the destination asks for a sealed transcript as well, determine whether the authentication process can occur without defeating the required delivery chain.

A practical package map might list a degree certificate, its official certification, the apostille and an English translation of all relevant foreign-language text. Note which component does not yet exist when translation is quoted. Later apostille text may require an additional translated page, so arrange that step explicitly. When the file returns, compare the named signer and source reference with the academic document rather than relying only on the apostille heading. This avoids a technically authentic certificate attached to the wrong copy or a translation that omits the final certification layer.
