The short answer

Should every asylum applicant send I-589 to the same agency?

No. The official I-589 page distinguishes affirmative asylum with USCIS from defensive asylum in EOIR proceedings. The case context determines which official filing instructions need review. A generic form explainer cannot identify an individual filing destination or settle asylum eligibility.

Identify the proceeding before the destination

Start with complete notices and the agency named on them. An asylum application may be discussed in a USCIS process or in immigration court. Those settings involve different procedures, so a mailing address found for one context should not be copied into another.

USCIS provides a filing-instructions tool and a Where to File section on the official page. A routing tool does not determine whether someone qualifies for asylum. Keep the process question separate from the legal merits of the claim.

Protect a sensitive evidence file

An asylum-related file may contain personal narratives and records about other people. Keep it private and avoid entering identifying details into public search, directory filters or a publication’s correction email. Use a secure process appropriate to any representative handling the file.

Build an inventory of source records, dates, languages and missing pages rather than inventing a model story. This publication does not supply synthetic first-person narratives, select facts to argue or tell someone which protection strategy to choose.

Translation and language versions are different questions

The official landing page offers informational language versions and explains the role of the official English form. A translated explainer is not automatically the version accepted for submission. Read the current official instructions for the language and document requirements of the actual process.

Supporting records in another language create a separate translation task. Preserve the source document with the translation and the required certification. Court requirements should be checked with EOIR instructions rather than assumed to match a general USCIS benefits checklist.

Deadlines, fees and legal consequences need current review

Asylum deadlines and exceptions can be consequential. This guide does not calculate a filing deadline, quote a fee or identify a filing address. The official page has recent notices and instructions; qualified legal help may be important when identifying the applicable process and time limits.

Use the free organizer to list the agency, notices, document languages and questions needing attention. Completing a checklist does not preserve a deadline, initiate a case or establish eligibility for asylum or withholding.

Common questions

Does the USCIS filing-instructions tool decide asylum eligibility?

No. The official page describes it as a tool for filing information. It does not assess the legal merits of an asylum claim.

Can I submit an informational translated form as the official application?

Do not assume so. The official landing page distinguishes language resources from the accepted official form. Follow the current process instructions.
