What are the main stages of becoming a citizen through naturalization?
Naturalization has distinct application, examination, decision and oath stages. Each produces a different record, and an approval is not the final citizenship event. The right study material, evidence and ceremony documentation depend on the applicable official instructions.

Application begins an adjudication rather than completing it
Form N-400 is the USCIS application for naturalization. The submitted application states facts and requests a decision; it does not itself establish citizenship. Keep the filed version and subsequent official notices so later corrections can be tied to the actual record. Fees, accepted filing methods and supporting-document instructions should be read on the current official form source rather than inferred from another person's application.
The interview has factual and examination functions
USCIS's interview-and-test guidance separates the naturalization interview from the English and civics components. The officer's review concerns the application and eligibility, while the English speaking assessment occurs through the interview. Reading and writing are separate components, and the civics version depends on the N-400 filing date under the current transition rule. An interview appointment is not a promise that a decision or ceremony will occur that day.
Study for the applicable civics version
As verified on October 25, 2026, USCIS assigns the 2008 test to N-400 applications filed before October 20, 2025 and the 2025 test to those filed on or after that date. The question banks and passing structures differ. Confirm the actual filing date before choosing official study resources. Exceptions, accommodations and medical-disability requests require their own review rather than an assumption based only on the standard study page.
Keep changes visible through the decision
USCIS's good-moral-character policy describes assessment continuing through naturalization. A changed circumstance after filing therefore should not be assumed irrelevant merely because the original application was complete. The official naturalization FAQ also distinguishes an existing legal name change from a new name requested through naturalization. Preserve authoritative change records and the current notices. This page does not decide how a particular legal or personal event affects eligibility.
The oath completes a different milestone from approval
USCIS distinguishes an administrative ceremony conducted by USCIS from a judicial ceremony conducted by a court. Form N-445 supplies ceremony scheduling and questionnaire information. An applicant becomes a citizen upon the oath, and the naturalization certificate is issued afterward. Check the certificate for mistakes before leaving the ceremony as USCIS directs. A passport is then a separate application to the State Department rather than something created by N-400 approval.
