Is H-1B1 available to every person living in Chile or Singapore?
H-1B1 is a treaty-based specialty-occupation category for citizens of Chile and Singapore. Its initial consular visa route differs from petition-based H-1B processing. Identify nationality, the proposed professional position and the specific agency step rather than treating the extra digit as an interchangeable H-1B label.

Start with the Chile or Singapore citizenship requirement
The Department of State identifies H-1B1 as the free-trade-agreement professional category for Chile and Singapore. Residence in either country is not the same as citizenship. A worker’s nationality and the proposed specialty-occupation services are separate requirements; an employer’s willingness to sponsor does not remove the nationality limit.
Separate a consular application from a domestic request
The Department of State describes initial H-1B1 visa processing as not petition based, unlike the ordinary approved-petition starting point described for many temporary workers. An extension or change request inside the United States raises a different USCIS question. Do not assume an I-129 receipt is the mandatory first event for every initial H-1B1 visa applicant.
Describe the actual professional position
Specialty-occupation work requires analysis of the proposed services and the worker’s relevant qualifications. Keep duties, educational records, professional credentials and employer terms identifiable. A bachelor’s diploma in an unrelated field is not a substitute for explaining the occupational connection, and a title borrowed from another company does not describe the real job.
Keep H-1B1 and H-1B decisions distinct
A cap-season registration or petition prepared for H-1B should not be relabeled H-1B1 without reviewing the correct framework. The categories have different procedural rules. Similarly, a visa permits a request for admission; it does not decide the later admission record or every change in employment.
Use the embassy’s current instructions for the handoff
For an application abroad, use the official Chile or Singapore embassy instructions linked by the Department of State and the current employer-document requirements. Fees, appointment availability and filing methods are not frozen here. This free comparison helps identify the process being researched without deciding personal eligibility or authorizing a work start.
