Is a foreign artist’s invitation enough for P-2?
P-2 concerns artists or entertainers performing under a qualifying reciprocal exchange program between U.S. and foreign organizations. A one-way invitation or ordinary performance contract is not by itself the exchange arrangement. The program, participating organizations and actual artist work need separate evidence.

Identify the reciprocal arrangement
The regulation describes an exchange between organizations in the United States and another country that provides temporary exchange of artists or entertainers. Keep the written program arrangement distinct from an individual booking. The word international on a festival announcement does not establish reciprocal exchange.
Read comparability and organizational participation
The P-2 framework addresses the artists or entertainers exchanged and comparable conditions, with the relevant labor-organization participation or agreement. The actual arrangements need to be explained rather than assuming that any two organizations’ signatures establish every requirement.
Connect the artist to the approved program
The individual or group’s proposed services should correspond to the exchange arrangement, including events and dates. Keep the participant’s credentials, program identity and engagement information traceable. A general invitation from an unrelated venue should not be presented as though it proves participation in the reciprocal scheme.
Use the category’s petition and consultation roles
The regulation identifies permitted petitioners and consultation requirements. A program organizer, employer and representative can have different roles. Essential support personnel also require their own applicable treatment rather than being silently included as principal artists.
Avoid confusing exchange with cultural uniqueness
A P-2 exchange does not become P-3 merely because participants bring cultural traditions, and P-3 does not require that the program be a reciprocal P-2 exchange. The free table identifies the legal feature being researched rather than ranking the categories or deciding which one a person should choose.
The exchange’s written terms should explain which organizations participate and what activities each side exchanges. A venue contract can document one performance without describing that reciprocity. Keep those documents distinct so the reader can see whether the evidence concerns the program itself or only an individual artist’s booking.

| Participant | Artist/group linked to the exchange | Which services and dates are covered? |
| Contrast | P-3 cultural uniqueness | Is reciprocity being confused with cultural context? |
