What happens between a spouse petition and an immigrant-visa decision abroad?
The consular journey separates the USCIS petition, National Visa Center preparation, consular visa decision and CBP admission. An approved relationship petition begins another stage; it is not an issued visa or a promise that an interview will produce one.

The approved petition moves into a different agency process
The Department of State’s immigrant-visa process describes a USCIS-approved petition moving to the National Visa Center for the relevant preparation stage. NVC organizes case processing and documents; the embassy or consulate handles the visa decision. Keep the USCIS receipt and approval separate from the NVC case information so a request from one institution is not mistakenly answered as if another institution issued it.
A communication about missing civil documents should stay with the document-processing stage. It should not be described as a visa refusal unless the record actually says so. Keeping the institution and stated purpose visible helps a family understand which unresolved issue needs attention.
Document completion is different from visa issuance
Civil records explain identity and family events, while financial-support records serve a different component. Completing a preparation request does not replace the consular assessment or admission at the border. If the intended handoff changes, use the current instructions for the actual stage: USCIS’s I-130 page distinguishes changes while a petition is pending from changes after approval.
Create an institution-by-institution sequence from petition review to the consular stage. Attach each communication to the event it concerns. Mark uncompleted document requests separately from a substantive visa decision or any later border admission event.
Evidence that explains this particular question
Petition record: Identify the family request and actual agency decision. NVC communication: Keep document-processing correspondence with its stated scope. Civil documents: Preserve relationship and identity records relevant to the visa file. Consular communication: Identify the post’s actual instructions and decisions.
For example, an NVC request can arrive after a USCIS petition decision but before a consular interview. Keep those events in order and use the identifier belonging to the actual request. The fact that the relationship petition was approved does not make later visa preparation unnecessary or predetermined.
The boundary to resolve before the next step
Keep USCIS, NVC and post communications in separate sections with the applicable case identifiers. A document request should be answered in the context of the stage and institution that actually issued it.
