Does an expired Green Card end a permanent resident's permission to work?
The employment regulation authorizes lawful permanent residents, with or without conditions, to work incident to status. It expressly separates the I-551 card's expiration from expiration of employment authorization. Employment verification still requires its own assessment of acceptable documents.

What this guide covers
- Authorization comes from the resident category
- Card expiration and work authorization are different
- Form I-9 asks an evidence question
At a glance
- LPR employment authorization is incident to status, including conditional residence.
- An I-551 expiration does not itself expire that authorization.
- Employer verification and discrimination concerns have their own official sources.
Authorization comes from the resident category
The employment regulation lists lawful permanent residents, including those with conditional residence, as authorized to work incident to status. This is different from an immigration category whose employment permission depends on a separate time-limited employment authorization document. Do not copy an EAD-renewal instruction from another category and assume that every resident must follow it. Identify the actual status and the document being requested.
Card expiration and work authorization are different
The same regulation states that the I-551 expiration reflects card renewal and does not expire the person's employment authorization. That answers a substantive authorization question. It does not mean every expired document is acceptable by itself for every employer verification task. Status, authorization and documentary evidence are related concepts with different rules, and a useful discussion must keep all three visible.
Form I-9 asks an evidence question
Form I-9 is the official employment eligibility verification source. Its current instructions and acceptable-document framework govern the verification transaction. A resident's ability to work should not be confused with a promise that a particular photocopy, receipt or screenshot will satisfy those rules. Consult the actual document instructions when an old card, a pending renewal or a changed name is involved. This page does not list unverified receipt periods or employer-specific conclusions.
Renewal and temporary evidence have distinct roles
USCIS's replacement guidance describes card-renewal evidence involving the actual receipt and expired card, while a lost card without the physical document presents a different temporary-evidence question. Read the precise notice rather than treating every application acknowledgment as equivalent. A replacement request can help resolve a documentation problem; it is not the source of LPR employment authorization itself. Keep the notice's complete text with the relevant document.
Rights questions have a separate enforcement source
DOJ's Immigrant and Employee Rights Section addresses specified citizenship or national-origin discrimination, unfair documentary practices related to I-9 and E-Verify, and retaliation. A document disagreement is not automatically proof of a violation. Preserve what was requested, the documents offered and any written explanation so the appropriate issue can be evaluated. This guide does not decide whether an individual employer violated the law or prescribe a litigation strategy.

Is any renewal confirmation valid I-9 evidence?
Do not assume that. Read the actual notice and the current I-9 receipt and document rules for the transaction.

Does a disagreement about my documents prove discrimination?
No. DOJ's enforcement scope is specific, and the facts of the request must be evaluated. Preserve the actual communication rather than inferring a violation.
